In Jackson, the total monthly bill was $82 for 6,000 gallons of water, which is more than one day of labor for 25% of households. Our database lets us estimate the total water service bill (water and sewer), along with how many households in a community spend more than one day of labor per month for water services - our measure of affordability. Utilities serving a wealthy community, often suburbs, will be well-resourced, while those serving a poor community will struggle to generate sufficient revenue. Each operates independently, relying on the customers in their service area for revenue. The Jackson metropolitan region, like many others, is served by dozens of water utilities. Jackson, along with many communities, struggle with affordable water because of three trends: fragmentation of America’s water system, demographic sorting and the legacy of past choices.įirst, there are over 48,000 water systems across the U.S. We found that approximately 17% of households are challenged by unaffordable water services. We are water scientists, and we recently published a nationwide analysis of water affordability from across the U.S.
